Message	You can always reprogram the PSP. (Just make sure you backup first! If not, use a backup from someone else) This is one of the reason why people are buying "broken" PSP's on Ebay. As far as 3rd party apps on the PSP, its already been done. (I would link to a few sites, dont know if admins would get upset tho...)
